The most equitable and affirming action is to just put the fires out and not worry what actually went wrong. We definitely do not want to hold anyone accountable as accountability hurts and is not spiritually nourishing. This way everyone can feel good about themselves and they all get trophies.
The Klamath river is nowhere close to LA. It empties into the ocean just south of Oregon.

But California has done many other stupid things pertaining to water.

I have spent a considerable amount of time in California and I am aware of the location.

It is undeniable that there has been a systematic removal of dams in California leading to a disastrous reduction in the ability to manage and store water statewide.

Politicians claiming that their actions have not contributed to this are liars and/or idiots. Of course there are always low information voters who will buy into the excuses.

Due to the interconnected nature of water management the effects of a water shortage are felt statewide as is illustrated here.

Here is an extensive list of dams that have been removed as well as proposed removals. Many are near the fires.

 
It’s clear that California is completely dedicated to hiring the most experienced and capable individuals for critical positions with zero consideration of political correctness and woke-ism. (Sarcasm)

I am sure that this is a complete coincidence.
I could care less who runs the fire Deptarment as long as they are the most qualified candidate. Not the case here.
