I had a similar problem with my WJ caused by a pin hole ver close to the top of the radiator core. It was enough to leak coolant unless I parked nose downhill but it was enough that it wasn't pressurising properly. Took forever to find the problem.
Have you pressure tested it?

We had a 4.0 wj one time that was over heating if it was idled without moving. After a lot of searching and head scratching, it turned out the the plastic water pump impeller had spun on it's shaft, and at an idle the fluid resistance was enough to stop coolant flow. As long as you were driving down the road it was great, but if you sat at a light too long temps would start to climb. It's a pain in the ass to check but may be worth looking into.

I bet you find a pinhole somewhere. Mine was very small but again the symptoms you have match mine when I had the leak in the t-stat housing.
