As far as pallets go, I'd sell you some but really, you can get them for free. I would check your local beverage distributer as they typically have tons available. The one around me has signs announcing as much to the public.

I can help here, I’m a masonry inspector and know mortar types and stuff. Those will be heavy blocks/rocks from looking at the size.

right now I’m inspecting a elementary school in Reno for structural concrete and structural masonry.
