At some low elevation, the drone incursion over private property should be viewed as trespassing (or other violation) and subject to state laws. 200 feet is not very high.That’s a stupid law. It would be nice if Congress decided on the common rules/laws which apply to all states rather than abdicating it's responsibility to three letter agencies. The three letter agencies become ever more powerful until they are actually more powerful than Congress.
When it comes to water, only navigable water is controlled by a three letter agencies (other than the EPA), but other rules may apply if there is an existing consumer of water which runs over your property and you plan to divert it.
