My guess is that the US Deepstate/blob told Little-Zee to do that, making him believe it would actually work.
If it worked- win for the blob, if it derailed the agreement and delayed ending the war- win for the Deepstate/blob. Trump will win in the end because the blob still does not understand what he is and continues to underestimate him.
