Most of NY state is rural. Almost half the people who work in NY city live in New Jersey and don't even drive a car. Maybe the subway is already powered by a nuclear power plant.
Regardless, the future is electric cars, and NY state should be the model for the rest of the country in demonstrating how this can be accomplished. Apparently the first step is to charge the Arabs for the harm they are causing due to the plentiful domestic oil/gas from Texas fracking.
