If you follow the $$ it is you….and me, and all other taxpayers. Only about 53% of the US population pays fed income taxes.
Hundreds of millions of your tax dollars go to these countries in the form of ‘Foreign Aid’. Much of it is given to ‘NGOs’ and will be used to fund certain ‘initiatives’. The majority of that $$ does NOT fund anything that even remotely benefits the American Tax Payer, however some of it circles it’s way back to the US in the form of political donations to the very politicians that voted on the aid.
Yeah, so we borrowed $$ from Chy-Na to fund our own self-destruction and to line the pockets of corrupt politicians, US and foreign.
