These are perfect examples of how Fed-Gov is never as effective as the free market.
In the 1980’s there was a Fed-Gov program proposed to provide ‘Vo-Tech’ type training for the unemployed and the math worked out to be a cost of over $80,000 per pupil. That’s more than a 4 year at Harvard at that time. On the open market the same Vo-Tech training was about $5,000 to $10,000!
The added price was ‘administrative costs’ in other words to pay for bureaucracy.
