It looks like Oregon is only an obd test state. So no visual and no sniffer test. Theoretically I could run a straight pipe to a muffler and then a tail pipe so I'm legal for sound... I could put a shelled cat on there if I get pulled over. And I can reprogram. The ECU to ignore the O2 sensors. Anyone have any input? Just worried about wiring for the sensors.

If you can legally get by without a cat, then yes, I would say reprogram to ignore the o2. Your upstream sensor will serve as the PCM input to the air/fuel ratio based on your combustion byproduct and the downstream sensor will serve only to tell the pcm that the cat is working or not. If you leave both there with no cat, it will trip the engine light. I helped a friend build an offroad vehicle out of a pickup that he didn't drive on the road anymore, and we had to removed cat (again, this was legal and for offroad use and no longer used on the street), and we actually left the upstream cat plugged in like normal, but we tied the downstream one off to the side where it was exposed to normal fresh air. It actually worked, he never had an engine light come on and it ran fine.
