Allow me to give some perspective on the permit system around here.... Last year on a project the owner wanted a 30" Tall Wall to surround his front yard... 15" of concrete with 15" of horizontal Wood on top of that... Easy Right? The problem is that the first 8' of his property behind the sidewalk, is public property. Every home has a specific set back to where the property line is... even though everyones front yard reaches to the sidewalk... technically it's not all yours. So now Public Works gets involved. It cost 5k to get a "Revokable Permit"... which basically states that the city has every right to remove the Fence/Wall if they need to. It took 9 months to get the Permit.
 
Smart people will have already rapidly relocated into an existing premises while they were still able to, and put their toxic property (polluted with feces, lead, etc.) up for sale. If there is nothing other than a burnt lot tying them to California, this is a good time to evacuate to elsewhere.

I hated pulling permits anywhere in LA. Most times I just went without and took my chances. But it was new construction.

So idiotic. We have those dumbass 'build back' rules here too. I share a 25' right of way to the property past me. When I built our barn the local inspector told me I had an additional 100' build back from that right of way. So looking at every other house along our rural road, not one person had their barn, shed, houses, etc more than 100' from any other property line. So I built it where I wanted it, which is plenty far back from the driveway for any size vehicle passage. He flipped his lid & told me I'm not getting an occupancy permit, to which I reminded him it was for horses and I really didn't care for one of those
