The phone AND the iPad don't recognize the GoPro. It doesn't show on the device list. Can't figure out why?

Stupid question, but is the GoPro's wifi turned on? When it is on there is a blue blinking light on the front.
 
I have been driving myself crazy with what farm jack mount to use. So I just kept it simple stupid & ordered this one. I hope to get it attached today.

I can't wait to get home, I'm 4 hours away and driving fast, should be lots of goodies at my door! I'm hoping the wife doesn't hide them or trade them in for a vacation. :)
