Does the bent antenna on the one on the right limit your transmit abilities?

Lots of good info from you fine folks here. Yes, my brother does drive too fast and I have spoken at length with him about it, but it hasn't slowed him down yet. Hopefully he will learn and it won't be an expensive lesson.
Went to Ham Radio Outlet last weekend and learned a lot about radios , antennas, repeaters and licenses. It can get really expensive for a ham radio, but with the range available, access to repeaters, emergency monitoring of certain channels, texting, emailing, gps tracking and so much more, the ham seems to be the way to go for my brother and I. Still might upgrade my 35 year old CB though. Two is like one and one is like none.
I had some walkie talkies like the GI Joe ones when I was a kid. Had lots of fun with them on family trips. My cousins and I could talk between our cars when on the road.
