She did not step aside due to mental or political incompetency. Rather, she stepped aside because she is such a powerful political force, there was no room for new leadership to form in the party. But it seems that old habits die hard.
It would be nice to cut out 35% of both parties, and especially the entrenched senior citizens. One way to accomplish this is to pass a constitutional amendment which imposes sequential term limits. This may have an impact on Presidential succession though.
