I've been wanting to design something like this for years. Your idea is even better. But my idea was a large boom like bucket trucks have with a magnet on it. You approach the asshole, grab his car with the magnet, swing him off to the side or even behind you, release him, continue driving. You keep going your speed, he keeps going his, no one gets hurt, everybody wins.
