Might be difficult to electrocute oneself with a nine volt battery...but a seriously good tingling sensation might be welcome...depending upon where of course...

You can use vinegar it’s works takes a little while but works. So I guess is how fast do you need it.

I know phosphoric acid neutralizes rust, so I guess vinegar would work.

I tried this on a set of really rusted U-bolts it worked really well just don’t leave it to long eventually it will eat the metal up.
