Maybe the tire was exposed to intense heat, like a vehicle beside it was on fire, causing the rubber to melt and bubble out. That's the only thing I can think of anyway.

Yeah, idiot decided to make a u turn and got stuck in the soft shoulder and blocked the whole road. We were bringing Mumbo home and had my work truck as well so I hooked up to him and pulled him out. He was kind enough to give me $50 towards a new strap that will cost about $90, lol. Asshat.
