Yes, depending on your agreement, you pay either monthly or annually for all the licenses regardless if they are used or un-used.

problem with a lot of these, even the monthly charged licenses, have a yearly termination cycle. With no one managing the license and aware of cancelation dates, if they renew during the yearly termination window date, you are locked into another year. Many of these auto-renew with no notification of the license termination window dates before they renew.
