It's all about money. Notice there's an option to use these things as long as you comply with state refill requirements. Colorado did the same shit. I knew a guy that worked at a church in a liberal city and the fire dept inspections were pure upsells for the city. They would find everything out of code and to fix it you had to do this and that and wait for the thousand dollar permit guy to give you a thousand dollar piece of paper, etc. It was all about money in the name of safety. Gavinland is the same thing.

Apparently the refill kits are available on Amazon you can refill the small bottles with a five gallon tank. But as I said the other day FUCK KALIFORNIA!!
