Lol well I'll just go off what your asking in the main title.
You could get a extended hitch receiver (that goes past your spare, and have a flag pole come out the open hole where the ball goes. Did I explain that right?

looks like they drilled a couple holes on the third brake light mount and used zip ties .. just a simple google imgs search.
