It looks like the rivnut in the bulkhead of the JT bed.

2020/2019 JT's since they deleted them after that.

What can this be?

those rivnuts are used in the bumper to install a winch, I think they're also in the rear if you ordered the tie-down bars.

on the ram, they are a shorter version that hold the side steps

All of the above! These rivnuts are also used to attach the lower factory steel skid plate brackets for the JL to the frame horns.
