There are a couple of sections that they get you on with a long arm lift. Modified suspension components, and the fact that you change mounting brackets are the two catch alls. If you don't agree with that I would suggest you argue with the state of MD and not me. I didn't make the freakin rule, I am only abiding by it. In addition I rode with a fellow jeeper to a couple different inspection spots in the Aberdeen area when he was looking to get his XJ inspected (was willing to pay for one if he could). He came up with a goose egg. He was active duty at the time, so he figured out a work around
Adams Jeep dealership is the premier dealer in the area. They sell lifted jeeps and do inspections, and even they won't install a long arm kit. You internet know it alls can believe what you want. Fact of the matter is not a single one of you has ever or will ever drive into a MD inspection station. I'm the only one on here that has done it. I'm the only one that knows anything about this matter besides what is online. I could care less what you "believe". I'm not illegally modding my jeep just to prove to some numb nuts on a forum that it was in fact not allowed.
