Directions say to bend the brake line from 90° to 30° to install brake line extender bracket. Is this where I bend? On the actual brake line itself. Not the metal brake line it connects to?

Likely the metal line by the frame. In your first picture, it would be above your picture out of view. Basically, you need to move it so the new bracket fits OK. Just be careful if you bend it. Moving it vs bending is how you should think of it.
loosen the brake line, then allow the front end to droop slowly, slowly is key as not to damage the brake line, but you should be able to determine how loose or if you do need to slightly bend it at the black tubing, not the elbow
