I'm able to rotate my shocks, is that okay?

I'll attach photos to explain what I mean but I can rotate my shocks side to side, i know that's normal but should my upper shock be be tight enough where it does not allow that play? I couldn't torque the upper bolt when i installed my shocks so i tightened them where the rubber is compressed 1/8 beyond the metal washer at the top.1533314007648.jpg1533314021187.jpg1533314033623.jpg

There won't be any way that you can prevent it from rotating or at least, with enough force anyway. You want to tighten the nut on the upper mount to the point where you can see the bushings bulge out a bit.
