Texas mostly sucks for off-roading due to a lot of "flat" and mostly private property. Paid off-road parks near San Antonio, NW of Dallas, and up near Amarillo. Best thing to do to take enough time off that you can drive to where the real "west" actually begins, which would be the mountains starting at Ft Davis, Ruidoso, and the Sante Fe mountains. West of there you can find lots of trails on public (or state) land that you are free to drive on. Using state land may require buying a permit. The Big Bend National Park and area has well known trails.
