Failed smog test new catalytic converter needed CALIFORNIA Total confusion help

Modern cats don't always rattle, that's not a good indication of cat health. If you don't have the P0420 or P0430 code ( catalyst efficiency below threshold bank 1 "420" bank 2 "430) then the cats are most likely fine. The guy may have been mistaking the P0403 as the 430 code. Also cracked manifolds may not make noise but usually will have a system too lean code, and that can ruin the cats by introducing fresh air into the cat that will cause the honeycomb to oxidize and also melt.

As mentioned before, probably not bad cats. Don't run with an engine code for to long. This will ruin cats. I always put a few miles on a vehicle when smogging. Also, I leave my vehicle running when at the smog shop. Keeps the cats hot. All my vehicles sniff, and pass the smog with very low emissions. Run lowest octane you can run in your vehicle.
