Looks to be just in the clearcoat and did not reach the basecoat. I would recommend like Overlander suggested. Wet sand with 1500-2000 grit, then get some fine compound to buff out. 3M and Meguiars make some really good products. Do not use heavy compound. I would try that first before getting it repainted. You would be suprised what a little wet sanding and buffing can accomplish. I've sold refinish and paint products for over 16 years as well.
