If that stuff strips powdercoat there's a good chance you probably don't want to get it on the tire rubber
Agreed...Do not get it on the rubber. It will peel skin from bone. I have used it multiple times. Biggest thing is to not get it on you...it burns. Once you apply, let sit for 30 mins then scrape off. Once done, let the gel residue dry and clean off with stiff nylon brush & rinse. Pretty straight forward stuff. It will not hurt the aluminum, but will prolly want to retreat it to resist salts and other corrosives....
