I could totally see something like that here in CA if running top less and door less. I mean look at SxS laws here. Granted SxS's are much faster and you should probably wear a helmet regardless of the law.

why protect the one body part that doesn't work very well?

oh yeah, they need to be able to easily manipulate them and not have to offer a milk shake and scooby lunch box
