Will I have issues in UT with this set-up?

I had a trooper that seemed like he was going to pounce on me in Saint George on I 15 then someone else got his attention. I never gave it much thought before but it sounds like I need both a rear bumper and mud flaps to be street legal there? I spend lots of time in UT. I read about the bumpers requirement the day after I ordered my rear D ring mounts. Thinking about a sheet metal cap over the crossmember the minimum with of a UT bumper.

It's probably the mud flaps more then the bumper. I would invest in mudflaps if you spend a lot of time there.

I ran all week in Moab with no rear bumper but while in town I ran the teraflex mud flaps...they seemed to care more about those.
 
I don't run mud flaps at all and haven't had a problem and I live in UT, granted I have Montana plates. I'm not 100% on the law, but I don't think they can ticket you if your vehicle is tagged in another state (for inspection type items i.e. mud flaps, window tint, etc).
