Where can I get these bolts?

I’ve searched mopar parts online, quadratec.com, google, etc. No luck.

I need an end cap bolt for a JKUR 10th anniversary bumper. See attachment- it’s unscrewed a bit.

Is there a specific name for this and where can I get one?

Metric cap bolt, torx drive. Try McMasters-Carr. You will need the dimensions though

Also, word of the wise. Once you remove the end caps, re-install those bolts in the main bumper. It prevents you from losing the bolt and prevents the stupid nut clips from getting caked with mud/dirt/ect.
