Unknown Mount

I bought a 94 yj that has this weird mount on it. At first I thought it was a CB antenna mount, but it's at an angle. Does anyone know what type of mount this is? Thanks! Jim.

It's a stop for the tailgate. Some people add a piece of metal on top to use as CB mount.

I'm pretty sure it's to stop the tire carrier from hitting the body. I had the same thing on my Cj7.
