Strange QUOTE garble when replying

After several replies without problems in the same session, I am seeing an issue with posting replies. This happens:

The UI does not look like in your graphic (see my screen--shot). With some experimentation, I see that the icon to the far right which looks like a piece of paper with folded corner and a magnifier over it does the toggle.

But why is it in that mode?
