Recall #30B Inst. Panel Cluster

I was wondering if anyone had any insight as to this latest recall. The IPC in the suspect vehicle may not illuminate the required telltales. FCA will conduct a voluntary safety recall on all affected vehicles to replace the IPC. (Parts not available). Affects 2020-2024 Gladiators and 2018-2024 Wranglers.
Was wondering if this has affected anyone and what exactly happened?

I had the cluster on my 2019 replaced under warranty a couple years ago but not sure it's the same thing. My whole cluster would blink on and off when it was under 30* until the vehicle warmed up.
