How do you post a profile picture?

You can't do it from the app but if you go to your computer and go to settings you can post a profile pic that way.

For an avatar pic you can do it from the app. Go to members, click on your name and it will bring you to your profile, click the camera by your name and upload a pic from your phones library or take one.

OK, I went to settings, edit profile picture - I selected a picture - 52KB.

According to what i see in settings, I have a profile picture - but it doesn't display in the forums - ???

You need to change the avatar, not the profile pic. Avatar is what shows up on the forum posts.
