No it's not illegal to put it in. To use it on the street might be another thing though.

Most states PA Systems are illegal to use unless you have a permit.

It depends on the state, I think, like said above, it's illegal to use them on the streets. But I'm looking at getting a small set up just to play with. Let me know how you set yours up!
