Moab & Mudflaps!

So I have been to Moab 3 times and have never had a problem getting pulled over for no Mudflaps! But I keep hearing horror stories about the cops picking people off left and right. Is this a reality or a tall tale?
Here is the back of my jeep, is this going to be a problem there?

I use my mud flaps on the drive to and from Moab. Once there, they are removed and not put back on until I'm ready to leave. So far, no problems.

It's only really a problem during the week of EJS and only on Jeeps that don't have fenders or have tires that stick way out past them. If drive around town by yourself, you're more likely to get busted during that time. So long as you're with a group and you mind traffic laws, you "shouldn't" have any problems.
