I wouldn't go smaller than 17" because of the brake calipers and other potential future upgrades you may want to do.

Some 16” steel rims will fit, just barely, but officially, 17” is the smallest recommended due to clearance issues.

I think level 8 makes 16's, with the dual valve stems, for the JK. Give Discount Tire a call.

I just got a Jeep that has 16" aluminum wheels on it. I haven't crawled under it to check out the clearance but it works. The biggest advantage to the 17" wheels is tire options and prices.
