Front Passenger Wheel well?

I think I remember it’s supposed to help prevent the front tire from intruding into the passengers footwell in an accident. Don’t remember what year they started adding that.

Passenger side bracket

So I'm installing a 2.5 inch lift on the wife's gladiator and I noticed a large bracket on the outside of the passenger side of the frame just in front of the lower control arm mount. Seems odd, my JL doesn't have it , doesn't seem to protect anything or have anything inside of it. It does hang...

Looks like simply unbolting it will not fix the tire clearance. The is a tab welded to the frame that would need to be cut off. This tab is what looks to be what could rub or cut a tire, not the block bolted to the frame.
