Floor vents not working

So when I turn on my ac/heater the upper vents work just fine but the foot/floor vents aren’t blowing any air at all. Any ideas on how to fix? Thanks guys.

When you cycle through the positions do all the others work? So you hear any noises or anything at all when you flip to the floor? When you select floor does the air continue out the previous setting or is it not really coming out anywhere?

Yeah it doesn’t zone anywhere. It seems air only blows out of the main vents and nothing else. No noises. I don’t think it’s a blend door actuator issue because it’s doesn’t make any noise.
