Dim-dip module help!

Hello people. My xj has this hella dim-dip module. I have unplugged it and the lights still work. What is it for and do I need it? Is it like a relay? Any advice would be greatly appreciated.

looks like a relay. maybe to fog lights?

Ok I got some info. It seems to be some European crap that reduces the voltage to dim the low beam. Something to do with the vehicle not having in cab adjustable headlights for loads in the back. Well im not in Europe. Hahaha.
