Anyone know what this is?

Anyone know what this does? It’s on the front passenger wheel area and I’m trying to figure out how to take it off. It has 3 bolts that are easy to get off but two more that are behind the front quarter panel and it looks like you have to take the quarter panel off to get that thing off. Such a pain in the ass.

It's a crash safety feature and a real pain in the ass to remove.
