2021 JLUR parking brake problem not holding

I just replaced the rear pads and thought I might as well do the parking shoes at the same time. The parking brake hasn't been holding for awhile now, It would move a bit when in park and the park brake applied. Now I know it moved a bit till stopped by the park pin in transmission.
I know the parking brake lever is engaging the shoes but not enough to hold it back. There is lots of tension in pulling the lever.
Anyone else have this problem?
I took every thing apart again scuffed the drum and brake shoes. Put it back together adjusted the shoes using the adjuster till it dragged enough that I couldn't turn it by hand. Then backed it off till it would turn easy but if I tightened one click it would be to tight. Same thing still not holding.

Sounds like you need to adjust the actual lever under the center console. Remove the four screws, two in front, two in back. Prop up the rear of the console, use a couple socket extensions, deep socket, 10mm I believe, and tighten it up. It also helps if you’re a contortionist.

That is how I have been doing it in the past. I figured the cable was stretching. I couldn't post a vid on my orig. post showing just how tight the lever is, there is tension right at 1 click up.
