    The photos are confusing then. The gray bonded cable with three conductors looks like what I have seen for a 240v circuit (such as for a stove). AC does not have polarity but it is expected that the neutral and ground conductor are bonded at the service entrance panel.

    I should mention that it is normal to use a 20A 120v circuit, preferably with a dedicated breaker. Using a doubled breaker (intended for a 240v appliance) is wasteful, and it is possible/likely that it violates the National Electrical Code if the cable only feeds a 120v appliance.
