Cut the factory bumper and refreshed it with some paint.

I started smelling gear oil and I noticed that my frame and leaf springs are wet looking. I noticed that there is a valve looking thing,I don't know what this thing is, going from my axel to near my gas tank. Can someone tell me what this is and why gear oil is coming out??

Didn't get any pics of the bike but he was done..everyone was alright thank goodness. But he was weaving in and out of traffic and I went to merge lanes he went around me and it was too late we collided. I had my foot out the door and he barely nipped me but he went flying..he ended up walking...
