now push while turning the axle shaft to get the splines to slide in.

Yup, that's the point where you need to leverage the shaft up and more level to index the internal seal.

You need to lift it up slightly to get it through the axle seal. If you don't and force it, you will unseat the seal pushing it inward. Once you get past the seal, you will have to rotate the shaft to line up the splines to full engage it.

JK and JL Steering is a lot different, especially with the electric pumps on the 2018+ JL/JT. The early model JL's did have the aluminum steering gears that did cause some issues as you have described but have all since been replaced with standard cast steering gears. I haven't heard of any...
