This sounds like really low-level stuff. The terms 'classified' and 'secret' do not indicate a high level of classification.

It seems that just about any time they search former administration executives for classified records, they will find some.

Document retention seems less significant than those currently in government and entrusted with top secret documents, but which then store them insecurely in a laptop, a phone, or a personal mail server in the basement where they can be copied by a hacker.
